Methodology for preparing National Health Account is approved by experts of World Health Organization, World Bank and Global fund for AIDS, TB and Malaria and is an important tool for making evidence-based decisions. National Health Account is a combination of standard, two-dimensional tables. It identifies the financial flows in health care system  and the supply for mobilizing funds, also where they accumulate, who disposes  the funds accumulated, how much is spent on medical service providers, how the funds are  distributed on services, which groups of population are receiving benefits from Health care expenses as a result.

The process of introduction and institutionalization of National Health Account  in Georgia has started in 2003. On January 18, 2006, was implemented formalization of  National Health Account according to the Resolution N11 of the Government of Georgia on the "Institutionalization of National Health Accounts in Georgia", and on August 10, 2010,  Resolution N229 of the Government of Georgia "On Approving the Rules for the Administration of the National Health Accounts in Georgia.”
