In his speech, the Minister made major emphasis on the issues of healthcare, social policy, labour and employment situation. As the Minister noted, as a result of the reforms, healthcare has become a priority from a privilege. One of the major reforms is the universal health care state program. This program enables people to plan and provide urgent medical services. David Sergeenko focused on the program of hepatitis C which is one of the most disruptive diseases not only in Georgia but in the whole world.  The Minister of Health made accents on the events that have been implemented in the field of maternal and child health. These events turned into the reform and led to a significant decrease in maternal and child mortality. It is also important that a sharp decrease in the abortion rate is obvious in the country.

Davit Sergeenko made significant emphasis on improving medical infrastructure and increasing the territorial integrity of medical services in Georgia. As the Minister said, the main activities in this area were the construction of new clinics and ambulatories, the emergency service reform, the increase in reimbursement of medical personnel and rural doctors. According to the Health Minister, support of post-graduate medical education is one of the priorities of the Ministry and the activities planned in this direction will significantly facilitate the improvement of the professional training of the field specialists.

As Davit Sergeenko noted, the main burden for socially vulnerable families is to find the medication. For this purpose, since July 1, 2017, the universal health care program has been added to the chain of socially vulnerable medicines, which significantly reduced the expenses of this group. The Minister noted that the methodology of assessing socially vulnerable population needs constant amendments and improvement and the Ministry has developed a specific strategy in this direction. During the recent years, the general and extreme poverty of the population has been significantly decreased. Although,  the Ministry will not be satisfied with the achieved results and will continue working on this issue.

David Sergeenko also focused on the labour and employment directions. As the Minister said, the Ministry actually had to work out the non-existent area, as there was no specific leverage to protect the labor conditions and rights of the employees. David Sergeenko emphasized the significance of the draft law on "The Safety of Labour", which will create a safe and healthy work environment. David Sergeenko also spoke about the promotion of employment. As the Minister noted, the persons registered in the unified database of job seekers are actively involved in the ministry’s organized employment forums, which greatly facilitated meeting with job seekers and their employment with potential employers.
