Assignment Title: Monitoring and Evaluation Specialist
Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs (MoILHSA), as an Implementing Agency of the COVID-19 Vaccine Support Project under the Asia Pacific Vaccine Access Facility in Georgia is soliciting applications for the position of Monitoring and Evaluation Specialist.
The project implementation unit (PIU) is looking for Monitoring and Evaluation Officer, who will ssupport overall implementation of the project, he/she will work closely with the coordinator of the PIU.

- Support PIU in overall management of activities related to Covid-19 vaccination and working closely with the PIU Manager/team to ensure Project implementation.
- Flag any issues with project progress to MOILHSA, Project Implementing Unit (PIU) and ADB
- Set up the monitoring, reporting and data collection system for the project which is sex disaggregated and in line with the requirements of the NVDP roll out
- Regularly gather data along agreed upon indicators to inform project reporting and monitor progress and conduct field visit as feasible
- Work with gender & social development specialist to design and conduct of satisfaction survey among vaccine recipients
- To provide monitoring and evaluation on the inventory and supply chain management
- Evaluate and use existing systems for data collection and monitoring systems as needed and coordinate with relevant government agencies to collect data
- Make recommendation to improve monitoring of NVDP roll out as needed including suggestion to reach vulnerable population groups
The individual consultant shall meet the following qualification and experience requirements:
The Consultant shall have the following experience and qualifications:
- The specialist should have a university degree in public health, epidemiology, social sciences, business administration or related field.
- The specialist should have at least 1 years of experience in the health sector
- The Specialist should have minimum 5 years of experience in monitoring and evaluation with demonstrated experience in internationally funded and/or government-managed development projects.
- The specialist should have at least 3 years of experience in conducting quantitative and qualitative research including designing survey design, sampling, and statistical analysis.
- Experience with developing and monitoring indicators, collecting relevant data and setting up monitoring and reporting in the health sector is a must.
- The specialist should have a demonstrated track record of timely delivery of high-quality outputs, excellent interpersonal skills, and good command of spoken and written English.
The Consultant will be engaged initially for 12 months with the possibility of contract extension. The type of Contract will be full time-based.
A consultant will be selected in accordance with the Individual Consultants Recruitment procedures set out in Asian Development Banks guidelines on the Use of Consultants (March 2013).
